On that page, customers need to follow steps listed in upper right corner to request a new GCP project.

Modifications of Baseline Configurations:
GCP services are deployed with customized networking and baseline security configurations. Additionally, GCP services are also monitored for non-compliance to CIS benchmark standards. For any reason, if GCP project owners need an exception to a control in security baseline configuration or CIS benchmarks, please email the CUIT Cyber Security team [cybersec@columbia.edu] and CUIT Risk Management team [cuit-risk@columbia.edu] with an explanation which will be escalated to CUIT Senior Management for review and approval of the exception request.
